We are looking for a Project Manager role to provide senior leadership and delivery oversight for the implementation of the NHS PeoplePortal programme within Dartford and Gravesham NHS Trust.

You will have end-to-end responsibility for coordinating and driving local implementation, bringing together technical, data, testing, communications, training, engagement, process and organisational readiness activity into a single, coherent delivery programme.

Working closely with the organisation's senior stakeholders, the national NHS PeoplePortal programme team and the K&M shared project team, you will ensure that the organisation is aligned to national requirements and milestones while effectively managing local dependencies, risks, priorities and operational requirements.

This is a senior, hands-on programme delivery role requiring significant autonomy, judgement and influence. You will be expected to challenge constructively, resolve complex delivery issues, manage competing priorities and escalate appropriately, ensuring that the organisation remains on track for successful implementation and go-live.

This position will not be supported for visa sponsorship.  All applicants are expected to have valid right to work document to work in the UK when applying for this position.

The postholder will act as the principal local point of contact for the NHS PeoplePortal implementation and will provide senior-level assurance to organisational governance structures and the wider programme regarding progress, risks, readiness and delivery.

Detailed job description and main responsibilities

Specific Responsibilities: - 

Local Project Leadership

Provide senior leadership and overall project management for the organisation's NHS PeoplePortal implementation.

Responsible for translating the national NHS PeoplePortal programme requirements into a clear, achievable and appropriately resourced local implementation plan.

Establish and maintain effective project governance, ensuring appropriate senior oversight, decision-making and escalation.

Lead the local implementation team and coordinate contributions from technical, operational, HR, communications, learning and other specialist colleagues.

Ensure that all implementation workstreams and domain activities are aligned, sequenced and delivered against agreed milestones.

Provide visible leadership and delivery momentum throughout the implementation lifecycle.

Monitor delivery against scope, milestones, quality and expected outcomes, taking corrective action where required.

Ensure that the organisation is appropriately prepared for each implementation stage and ultimately for go-live.

Provide senior-level advice and assurance to organisational leadership on implementation progress, risks and readiness.

Manage project team, including recruitment, objective setting, appraisals etc.

Person specification

Education and Training

Essential criteria
  • Educated to Masters degree level in a relevant subject of equivalent experience
  • Project and/or Programme management office qualification, PRINCE 2, MSP or equivalent experience
  • Evidence of Continued professional development

Knowledge and Skills

Essential criteria
  • Excellent strategic and operational project management skills.
  • Strong leadership and influencing skills, with the ability to operate effectively without direct authority.
  • Strong understanding of digital implementation and organisational change.
  • Ability to understand complex technical issues and translate them into organisational impacts, risks and decisions.
  • Excellent communication, facilitation and negotiation skills.
  • Strong analytical and problem-solving capability.
  • Ability to constructively challenge senior stakeholders and delivery partners.
  • Strong governance, assurance and reporting skills.

Experience

Essential criteria
  • Significant senior project or programme management experience within a complex organisation.
  • Demonstrable experience of leading major digital, technology-enabled or organisational change implementations.
  • Strong understanding and utilisation of Oracle Fusion or NHS ESR
  • Experience of managing complex projects across multiple workstreams, stakeholders and organisational boundaries.
  • Experience of providing senior-level reporting, assurance and recommendations to governance forums.
  • Strong experience of risk, issue, dependency and change management.
  • Experience of leading or overseeing technical implementation, system testing and/or data migration.
  • Experience of leading stakeholder engagement, communications, training and organisational readiness activity.
  • Experience of working with national programmes, shared services, external suppliers or multiple delivery partners.
  • Demonstrable experience of delivering complex projects to challenging timescales.
Desirable criteria
  • Significant NHS experience, particularly within a complex provider or system environment.
  • Experience of working across multiple NHS organisations or regional/national programmes.
