Head of Fire Safety

The Head of Fire Safety has responsibility for managing all aspects of Fire Safety, Fire Prevention, Fire Safety Training delivery to all staff, and provision of professional written and verbal advice in regard to Fire Safety legislation, Fire Code, Regulatory Reform (Fire Safety Order) 2005, Building Regulations and other relevant legislation both within the Trust and for other client bodies

·       Ensuring that an organisational fire safety management framework is effective and in place using HTM 05-01

·       Ensuring compliance with relevant legislation, regulations, codes of practice, and technical guidance.

·       Work strategically to plan the design of new buildings and monitor building works to ensure compliance with HTM’s, Building Regulations and The Fire Safety Order 

·       Development and implementation of policies relating to fire safety

·       Keeping informed of changes in the relevant statutory provisions and assess the implications of such changes with regard to their area of responsibility.

·       Support investigations teams and suitably trained experienced staff facilitate root cause analysis and participate in the investigation of serious untoward incidents/team management reviews as required.

·       Work with the Learning team to develop and deliver effective Fire Safety Training.

·       Ensure the maintenance of incident records including records of false alarms and unwanted fire signals

·       Provide professional fire safety advice to all levels of staff

·       Assist/support other facilities managers in matters other than fire safety as and when required to

·       Assume duties and responsibilities of fire safety advisor/s in their absence 

  •       Be the named budget assurer for fire safety budget

  • ·       advice and support to staff and staff-side representatives in devising and implementing reasonable and practicable protocols, procedures and emergency fire plans
  • ·       Advise on the implications of current and new legislation and monitor to ensure that positive steps are being taken to implement requirements. In particular, to examine maintenance standards, working practices, employee involvement and environmental conditions.
  • ·       Ensure that adequate records are maintained in accordance with legislative requirements, policies, codes of practice and procedures.
  • ·       Disseminate relevant information to managers and employees, ensuring that the Trust has a robust audit trail to demonstrate that appropriate action has been taken.
  • ·       Provide highly specialised advice and guidance; support the Trust’s managers and staff in their responsibilities to manage fire safety, enabling the Trust to demonstrate compliance with the requirements of the REGULATORY REFORM (FIRE SAFETY) ORDER 2005
  • ·       Provide highly specialised advice and support when proposals or plans for the provision of new facilities or the alteration of existing facilities are considered, to ensure that all appropriate legislative requirements have been taken into account.
  • Participating, and leading as necessary, in emergency and unplanned events including, supporting the Trusts emergency planning and response
  • ·       Investigate, report and ensure appropriate management action is taken in response to any reported situation which may constitute a possible breach of Fire Safety Regulations or result in possible legal proceedings.
  • Participating in safety groups and in investigations of incidents as necessary.

  • Fire Engineering/fire safety knowledge acquired through degree and specialist knowledge through courses completed at 'The Fire Services College' and experience to masters level or equivalent. Graduate Member of the Institute of Fire Engineers or similar, at equivalent level. Level 4 Fire Risk Assessment Diploma

  • NEBOSH General Certificate Principles in HTM05-01 Passive Fire Protection Level 3 Level 3 Award in Fire Door Inspection
