Job overview
The Estates Officer – Electrical and Energy will hold responsibility for the maintenance and upkeep of electrical engineering services throughout Harrogate & District NHS Foundation Trust (HDFT) This includes all LV infrastructure, standby power including UPS, Theatre systems, lighting, power, lifts and all other engineering services as designated by the Compliance and Mechanical Services Manager and the Head of Operational Estates.
The role includes providing support to the Compliance and Mechanical Services Manager and the Head of Operational Estates in all matters relating to the efficient operation of engineering services. This includes effective management of a multi-disciplinary workforce and specialist contractors.
The role also includes the oversight, management and reporting of Energy including all utilities leading in both usage and cost management.
A high level of technical competency is essential to provide first line technical support to all staff. The post holder shall also be willing to undertake such training as may be required, to support their technical and managerial development.
The Estates Officer – Electrical and Energy must be able to work and act on their own initiative, and possess the ability to communicate effectively with all other members of HIF and HDFT.
Main duties of the job
- Accountable to the Head of Operational Estates and responsible to Compliance and Mechanical Services Manager for the cost effective and efficient operation of all plant, equipment and services within their control, to include the planning monitoring and co-ordination of engineering maintenance programmes.
- Deputise for the Compliance and Mechanical Services Manager and other Estates Officers as required.
- Actively participate in the implementation, operation, and improvement of computer aided facilities management (CAFM) software, identifying and utilising methods to monitor work streams and gaps in compliance.
- Prepare reports on a wide range of subjects, such as response time analysis, compliance.
- Manage consultants, temporary technical staff, contractors, trade and operational staff within the department as required.
- Manage all directly employed staff, including all personnel issues, recruitment, grievance, disciplinary and capability matters.
- Manage engineering maintenance on a day to day basis, including dealing with operational incidents as and when they arise acting as AP for low voltage under HTM 06:02.

Harrogate Integrated Facilities (HIF) Estates Department’s primary objective is to manage and maintain all engineering services, including all aspects of the built environment and equipment at Harrogate & District NHS Foundation Trust (HDFT), in order to provide a safe and comfortable environment for patients and staff; and ensuring compliance with all statutory and regulatory standards.
The department also provides expertise in relation to the delivery of Capital Project schemes as required by the needs of infrastructure development within HDFT.
HIF provide waste and energy management that supports HDFT’s sustainability agenda.
Detailed job description and main responsibilities
- Management and reporting of Energy Performance across both utilisation and cost. Work closely with external energy consultants to actively provide regular assurance.
- Manage, plan, organise and implement apprenticeships, learning and general training programmes, including arrangement of supervision, shadowing, and on-the-job learning opportunities to apprentices and trainees. Liaison with college representatives and provision of information with regards to college reviews and progress will also be required.
- Effectively diagnose engineering faults and initiate repairs including management of the CAFM system ensuring all departmental KPI and reactive works are completed within timescale and output reports are prepared for assurance meetings, operational meetings and SMT
- Maintain records of all statutory requirements and services, so as to comply with relevant legislation, to include; evidence of PPM, evidence of reactive response times and resolution, Permit to Work systems, training etc.

Experience and Knowledge
Essential criteria
- • Experience in a management or supervisory role in a hospital or similar environment.
- • Must have completed an appropriate engineering apprenticeship.
- • Must have undertaken management of maintenance work in the past.
- • Must display a good knowledge of health and safety legislation and appreciation of potential hazards which may occur during the carrying out of maintenance work.

- • Excellent presentation and communication skills, both written and verbal.
- • Ability to meet objectives whilst working under pressure.
