Job overview
An exciting opportunity has arisen within the financial accounting department of Powys Teaching Health Board who are seeking a Capital Systems Accountant.
The aim of the role is to provide proactive financial support across the Health Board, advising on all aspects of Capital Accounting and VAT.
Main duties of the job
Provide professional financial advice and support to budget holders within Directorates to contribute to achieving the capital programme.
Provide a robust financial control environment in support of the Finance Director’s key statutory responsibilities for capital accounting including maintaining the integrity of the fixed asset register, ensuring additions, disposals and asset validations are undertaken correctly
Responsible for the analysis of all VAT entries within the Health Board ledger in preparation of the Monthly VAT return for HMRC and associated returns. Responsible for identifying and amending entries to conform with HMRC guidance prior to the submission of the monthly return.
The post holder should have good communication skills as you will be liaising with the Directorate Budget Holders, including members of the Executive Team, Department Heads of Service, Audit personnel and management on a regular basis. In addition the role requires excellent analytical skills, and is a great opportunity for someone looking to further their finance career, as well as gaining a wider understanding and experience of NHS services.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and Experience
Essential criteria
- Fully qualified (CCAB) Accountant
- Demonstrate continued professional development
- Experience of working with budget holders
- High degree of knowledge of International Financial Reporting Standards
- Significant analytical abilities
- Able to use GL system to generate financial reports, manipulate and interpret data
- Experience of maintaining and enhancing an accounting system
- Awareness of audit requirements
- Knowledge of finance and procurement processes
Desirable criteria
- Educated to Degree Level or equivalent
- Experience of maintaining and enhancing an accounting system
- Experience of Working with the NHS
Skills
Essential criteria
- Advanced level of Microsoft Office skills, including Excel, PowerPoint, Outlook & Word & advanced Window skills
