Job overview
This is an exciting opportunity for someone experienced in Medical Workforce to progress into a managerial role. Under the direction of the Medical Workforce Manager, the post holder will be responsible for developing, maintaining, and enhancing a systematic and proactive approach to the delivery and management of medical workforce matters. This will require establishing and maintaining excellent working relationships with key clinical and management staff within the directorates. It will also require delivery that is within agreed objectives, targets, quality standards and cost constraints. The post holder will provide expert advice, guidance, and support regarding Trust policies and procedures, national terms and conditions etc. and provide guidance on workforce planning and local and national developments in relation to the medical workforce. They will also provide professional leadership to the Medical Workforce team and will contribute to their personal and professional development as appropriate. The post holder will have a breadth of specialist medical workforce knowledge and experience for example, job planning, rotas (including contractual rules), Lead Employer arrangements and Medical education (both undergraduate and post graduate training schemes).
Main duties of the job
Support the Medical Workforce Manager and the team in the effective delivery of the Trust’s medical workforce strategy.
Supervise the Medical Workforce function and the staff within the department.
Manage and support the Undergraduate and Postgraduate activities across the organisation, setting up and maintaining Quality Assurance processes within the Trust and wider organisations.
Ensure that the recruitment and selection of Consultants and Specialty Doctors is in accordance with the Royal College, SAS Charter and Statue guidelines. Updating organisational knowledge, policy and guidelines where a review or changes to good practice identify this requirement.
Manage and support the Clinical attachment process.
Ensure systems are in place to map all medical vacancies across the Trust on an on-going basis to support responsive activities and reduce reliance on temporary workforce
Contribute to a robust medical job planning process, working closely with Medical and Service Leads to ensure the management of effective job planning procedures including actively supporting the annual job planning cycle.
Support the development and maintenance of appropriate protocols and processes to ensure that all job plans are captured on the system, reviewed annually and stored for audit purposes.
Ensure that appropriate databases are maintained to monitor Consultant and SAS doctor annual appraisal working to National Guidance and ensure robust delivery locally.

Qualifications
Essential criteria
- Degree qualification in relevant subject or equivalent level of experience
Desirable criteria
- Recognised Leadership & Management Qualification e.g. CMI Level 5
Knowledge
Essential criteria
- Management / supervision of an operational team gained within HR / recruitment led service
- Strong and effective written and oral communication skills, including presentations
Desirable criteria
- Sound knowledge of NHS Hospital Medical Staff and ‘Agenda for Change’ terms and conditions and their application
- Ability to analyse organisational and business needs, using diverse sources of information and significant experience of handling HR elements of organisational change projects
Experience
Essential criteria
- Experience of preparing and presenting plans
- Experience of working in a NHS or similar heavily unionised environment, negotiating with staff associations, trade unions and staffside
Desirable criteria
- Experience of drafting compliant rotas
- Experience of workforce planning and supporting service redesign
