Main duties of the job

  • Lead, coach and support Resourcing Advisors and Assistants, fostering a culture of continuous improvement.
  • Oversee a responsive, end‑to‑end recruitment service that ensures safe staffing and excellent candidate experience.
  • Review and streamline recruitment processes, including ATS performance, SOPs and time‑to‑hire KPIs.
  • Work closely with recruiting managers to understand workforce needs and provide expert advice and solutions.
  • Provide professional guidance on immigration processes, certificates of sponsorship and compliance with Home Office requirements.
  • Ensure DBS, employment checks and NHS Employment Standards are met through regular audits.
  • Lead recruitment projects aligned to the Trust’s Recruitment & Retention Strategy.
  • Support delivery of Trust‑wide recruitment and selection training
  • You’ll also play a key role in payroll‑related processes for new starters, ensuring accuracy, timeliness and excellent communication.
  • You’ll be a confident communicator, skilled at building relationships and navigating challenging conversations with professionalism and empathy.

Detailed job description and main responsibilities

PURPOSE  
Be the subject expert in providing an inclusive and responsive recruitment service to all stakeholders  involved within the recruitment journey.  

Coach, manage and supervise the Resourcing Advisors and Resourcing Assistants, creating an environment through which the team continuously improve and strive to provide an excellent service. 

Ensure that all resourcing services are delivered to the highest standards in line with Trust policies,  strategies, NHS employers regulations, legal requirements and defined KPI’s.  

Manage and supervise the development, planning and scheduling of recruitment campaigns/strategies for  all staff groups, including as necessary international recruitment.  

Identify, deliver and implement innovative solutions to promote George Eliot Hospital as an Employer of  Choice to attract applicants for the future workforce pipeline.  

MAIN DUTIES AND RESPONSIBILITIES 
To lead on providing a fast paced and customer focused end to end recruitment process which ensures safer staffing and supports the Trust and Workforce to provide excellent patient care.

Review the current Applicant Tracking System (ATS) and the time that each process involved in the recruitment journey takes, against set Trust KPIs  

Identify bottlenecks and solutions to reduce Time to Hire KPIs and improve the resourcing service user experience 

Create and implement SOPs and processes to streamline resourcing processes

Record, update and maintain all forms of defined business/project related complex data, presentations, spread sheets and documentation in a timely, accurate and organised manner (paper & electronic), version 
controlled where required

Monitor the progress of defined business activities/projects and provide the People and Workforce Business Partner and the wider team with regular updates on progress, key risks and issues 

Attend meetings, and update teams with up to date information 

Communicate and negotiate effectively with a range of stakeholders, often in challenging situations  

Work closely with the resourcing team and recruiting managers to ensure that all recruitment documentation is correct and up to date. 

To meet regularly with recruiting managers to understand resourcing requirements and problems; actively proposing solutions. 

Participate on interview panels and interview decision making as required.  Act as a best practice advisor to panels, ensuring interviews are carried out appropriately and professionally in line with trust policies. 

Provide professional advice on immigration status and checking procedures; processing certificate of sponsorships, visa extensions and work permits as appropriate in accordance with Home Office and Government Statutory Guidance.   

Process certificate of sponsorships and immigration skill charges; recording and monitoring expenditure is recorded accurately 

Conduct regular audits of recruitment activities to ensure NHS employment standards are adhered to; preparing reports using Microsoft office applications as necessary 

Maintain the DBS application administration system ensuring that applications are submitted and DBS checks received, escalating any issues arising from the check in line with Trust Policy to the Resourcing Lead.  Ensure that disclosure information is recorded and stored in line with Trust Policy.  

Ensure new starter survey feed-back is captured, analysed and acted on monthly to continually improve the candidate experience.

Contribute to the development and ongoing maintenance of the Recruitment extranet/intranet pages. 

Manage recruitment projects as agreed with the People and Workforce Business Partner, which support the Trust’s overall Recruitment and Retention Strategy. 

Support the delivery of trust wide training on recruitment and selection; developing and reviewing content as necessary to ensure it reflects current policy, legislation, NHS standards and best practice. 

Advise, coach and manage the Resourcing team to achieve their individual objectives, and to support moving the service forwards  

To be a first point of escalation for applicant queries/concerns in connection with the recruitment process; referring to the People and Workforce Business Partners if necessary. 

Responsible for ensuring that all recruitment is carried out in line with equality standards and applicants are not subject to discrimination directly or indirectly through recruitment processes and procedures. 

To deputise for the People and Workforce Business Partner – Resourcing Services as required 

PAYROLL
Determine starting salaries in accordance with national terms and conditions. 

Ensure new starter information is managed within agreed timescales and is accurate and complete to facilitate ESR input. 

Act as contact for complex/sensitive/contentious pay queries and complaints from new starters, ensuring investigation and resolution with reference to terms and conditions and exceptionally, where necessary to the Payroll, Pensions and Systems team. 

Review and propose changes to payroll new starter and other transactional processes as part of the overall improvement process.   

GENERAL
In line with the NHS Job Evaluation Scheme, attend job matching panels to understand the processes and be aware of new roles that may be matched. 

Contribute to the development and review of Trust People and Workforce Policies and Procedures.  

Support with the preparation of responses to recruitment based Freedom of Information Requests.  

To partake in learning and development relevant to the position. 

Attend and represent the resourcing team and Trust at career and recruitment events and meetings, on and 
offsite

  • Educated to degree level in relevant subject or equivalent relevant experience

Skills and Abilities

  • Proficient in the use of Microsoft Office including Word, Excel, Power point and Outlook to competently compose letters, reports, excel spreadsheets/charts, presentations and data input often within tight time frames

Experience and Knowledge

Essential criteria
  • Demonstrable experience of working in recruitment delivering high volume end to end recruitment campaigns and supporting managers to develop and implement plans.
  • Comprehensive knowledge and understanding of pre-employment checks and UKBA requirements; sufficient to be a point of escalation for resolution of queries and concerns.
  • Experience of using 'Trac' (Applicant tracking system)
  • Experience of using computerised and web based HR information systems, e.g. ESR, DBS, NHS Jobs and website maintenance.
  • Previous Supervisory experience.
Desirable criteria
  • Previous knowledge of AFC and Medical and Dental Terms and Conditions of employment
