  • For posts on PHE Civil Service terms and conditions, on appointment the salary is normally the minimum point (see salary range above). This will be dependent on the successful candidate’s current salary and terms and/or equivalent experience. The Civil Service pay structure and progression is different from NHS Agenda for Change, most local authority pay grades and other systems that have annual pay increments.   • For clinically ringfenced AfC or Medical/Dental posts, you must obtain the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions. You may be asked to provide evidence on previous service whilst we are conducting pre-employment checks to determine starting salaries.

Temporary Appointments: If you are external to the Civil Service, you will take up the post on a Fixed Term appointment, if you are an existing Civil Servant, based outside of PHE, you will take up the post as a loan and if you are an existing PHE member of staff, you will take up the post as either a level transfer or a temporary promotion as per PHE’s Pay and Grading policy. If you are an existing Civil Servant, (in PHE or elsewhere) you must have prior agreement from your Line Manager before applying for this post.

Job Summary

Applications are invited for a Grade 7 role – Programme Manager Mental Health Delivery (Promotion and Prevention) on a fixed term 12-month contract based in the Priorities and Programmes Division within the Health Improvement Directorate at PHE. Please see the job description attached for further details.

This is an exciting opportunity to work as part of a busy and committed national public mental health team who are leading PHE national work programmes on:

  • Prevention and promotion;
  • Suicide Prevention;
  • Improving the lives of those living with and/or recovering from mental health problem.
  • Increasing mental health literacy of the population

The post holder will have excellent strategic thinking and problem solving skills with proven project and programme management skills and ability to manage multiple projects. They also need to be adept at literature searches, field visits to support local implementation of current and emerging policy into practice; analysis; report writing; developing project and programme proposals and implementation resources, stakeholder engagement and presentations.

The post also requires substantial experience facilitating multi-agency strategic partnerships for public health and demonstrated experience of interpreting findings, drawing appropriate conclusions and recommendations from the evidence, and communicating these clearly and concisely.

Appointment to this post is on PHE terms and conditions of service. Only previous continuous service in the Civil Service is recognised for contractual purposes.
