Job overview
This is an exciting opportunity to work within the Primary & Community Care and Mental Health Finance Teams. Reporting to the Finance Business Partner, you will provide financial support and advice to directorates within the Clinical Board.
The UHB is seeking two Band 7 Business Partner and Analytics Accountants at an exciting time of change in the finance department.
If you are an ambitious finance professional, able to manage complex financial issues, whilst able to effectively engage and communicate with groups of staff across the Health Board, this is a great opportunity to work with a dynamic, innovative, forward-thinking team in the capital city of Wales.
Cardiff and Vale University Health Board Finance Department continues to operate hybrid working arrangements offering the opportunity to work both from home and office flexibly throughout the working week. The office based will be Woodland House, appropriate equipment and support will be provided.
The ability to speak Welsh is desirable but not an essential requirement of this post. Welsh and/or English speakers are equally welcome to apply for this post.
Main duties of the job
Alongside service management accounting oversight, these roles are expected to have a greater focus on developing insight and analysis to support decision-making, intelligence, exception and variation reporting both within the services they support and more broadly on cross-cutting themes within the department.
As a proactive and innovative individual, you will combine engagement with clinical and professional management teams with an understanding of the tools and techniques to interrogate, model and present complex financial and non-financial information, from source data, through to the end-user.
The successful candidates will have strong communication skills, excellent IT and data analysis capability, utilising M365, AI tools and other systems, and the ability to problem-solve with others to deliver real value.
Initially these roles will be placed within the Primary & Community Care and Mental Health Teams, with portfolios to be determined on appointment, covering :
· Adult Mental Health Directorate services
· Integrated Community Care Services (ICCS) across Cardiff and Vale
· Health Protection & Health Inclusion Business Unit
· Support and oversight of service areas including:
· Community Hospitals
· Palliative / EOL and Supportive Care
· Community Dental Services
· Corporate Reporting / Analysis Support

This role will provide high quality analytical support to help strengthen insight, performance understanding and informed decision making across the UHB. Working as part of the Finance and Information community, the postholder will contribute to the development of key analytical themes, including bringing together data from PC prescribing, WellSky, WP10s, rebates and commissioning to support a more integrated view of medicines management. The role will also support activity and performance monitoring across community services—such as district nursing, crisis
response, CRT and call handling—helping to link information across systems to test and inform workforce models and enable the shift of care closer to home. In addition, the postholder will help develop activity, assessment and financial datasets that underpin packages of care, including ratios, rates, need and regional benchmarking. There will also be opportunities to contribute to wider workstreams, such as medical staffing analysis, with priorities agreed in line with service and departmental needs. The role requires a proactive, collaborative approach with a strong commitment to supporting safe, effective and sustainable services for our population.
To provide professional financial advice, support and information for the activities of the Clinical Board in line with UHB strategy. This will require supporting the Business Partner Teams in achieving Clinical Board objectives and delivery of its operational plan. A major aspect of operational performance will be delivering financial balance.
To support the Finance Business Partner Teams in monitoring and managing financial performance within the Clinical Board. This will include developing detailed financial projections, option appraisals and forward plans to enable opportunities and risks to be anticipated and managed, in order to achieve Clinical Board and Directorate / Locality financial targets. This also includes the provision of finance to deliver break even and maximise the efficient use of resources in support of high-quality patient care.
To provide professional finance support and advice for efficiency and productivity improvement programmes within the Clinical Board.
Provide financial advice and support to the production of Business Cases within the Clinical Board, including major strategic and corporate developments. These will often require the interpretation and comparison of a range of options which may be highly complex in nature where sound professional judgement will be required to ensure that they are financially robust.
Support the Clinical Board in ensuring that the financial consequences of service developments, delivery of NHS targets and significant changes in clinical practice are quantified and understood prior to implementation.
As requested by the Business Partner Teams, act as professional lead and represent finance on specific issues.
Maintain financial integrity of the general ledger in respect of transactions and reporting for the Clinical Board, ensuring compliance with accounting standards and WG guidelines.
Provide support to the Business Partner Teams to ensure that the year-end accounts process is accurate and supports the timely closure of the UHB’s final accounts.

- Evidence of ongoing Continuing Professional Development
- Significant finance experience within a large, complex organisation (NHS, public or private sector)
- Experience of managing people and teams
- Strong analytical skills with the ability to interpret and present complex financial information
- Excellent interpersonal, communication and presentation skills
- Ability to manage multiple complex tasks and meet tight deadlines
- Advanced IT skills, including the use of Microsoft Excel
- Ability to influence and engage key stakeholders
