Job overview
The post holder will provide comprehensive business, operational, staffing and budget management. The post holder will be responsible for the efficient and effective day-to-day running of the Site Operations team and the Discharge Team, including the delivery of operational performance targets (finance, activity, workforce and quality/safety), the achievement of service objectives and local and national standards relevant to their service area. They will also provide professional leadership to the teams. As a member of the Emergency and Integrated Care management team, the post holder will share responsibility for the implementation of all Trust policies and the service improvement agenda within their area. They will be expected to actively seek opportunities to enhance the reputation of the Trust as a local service provider and employer of choice. The post holder may, on request be asked to undertake project work in other Divisions or Corporate.
Main duties of the job

Support the trust in service development within their service area

Lead the multi-disciplinary team within the service area to deliver on the entirety of the Trust’s performance agenda including finance, activity, workforce and quality/safety, access and clinical governance

Responsible and accountable for standards of patient care and the quality of the patient experience within the service area.

Overall budgetary responsibility and accountability for the service area, working with the multi-disciplinary team to ensure effective management of all delegated pay and non-pay budgets.

Lead the coordination of the 24 hour Clinical Site Team, including the hospital at Night Team and the Discharge team including the Discharge Lounge.

Performance manage teams within the service area, including agreeing and monitoring activity, access, financial, workforce and quality/safety targets. Hold appropriate managers to account in the delivery of targets such as the site and discharge teams, the development and maintenance of high standards and ensuring that staff, patients, carers and the public are treated with dignity and respect

Monitoring standard of service provision to improve the quality of patient care and safety in line with local/national guidelines

Detailed job description and main responsibilities

Ensure effective communication and staff involvement mechanism are in place in the service area
-
Ensure all complaints and incidents are dealt with appropriately and within agreed time limits. Ensure that these are of a consistently high quality in terms of level of investigation, written matter and follow through of learning. To expedite decision-making on matters relating to the patient and staff experience, escalating serious issues as appropriate.

Identify opportunities to involve users in the development of services

Provide clinical leadership to the Clinical Site Team and Discharge Team
-
Assist the Head of Site Operations and the Hospital Director in setting level of escalation required and activate responses on a daily basis.

Assist the Head of Site Operations and Hospital Director to develop clear strategies to optimise the use of beds through modelling and redesign working closely with the divisional managers.

Lead on pressure surge planning assurance response.

Link with infection control teams to raise the profile of infection control in bed management, reducing the length of stay through more effective management of infections.

Work in partnership with the divisions to review the patterns of work of medical staff so they are free to perform timely ward rounds, do not have dual commitments, or other restrictions which delay site operations.

Accountable for information sent on the inpatient Unify returns.

Adhere to the standards laid down in the NHS Code of Conduct for Managers, NMC code of practise and at all times act in a manner that reflects and promotes the values of the Trust

Ensure that all activity and service objectives are effectively met in compliance with Trusts Standing Orders and Standing Financial Instructions

Work closely with other colleagues within the service area to achieve improvements in the quality and efficiency of patient services

Represent the Trust in external forums as appropriate to the role.

Participate on the Trust Managerial On Call rota if required

Establish Strategies for Site Operation that reflect the trust overall objectives including service redesign and development and implementing policies to support Trust operational targets.

Essential criteria
- First level Registered Nurse professional qualification
- Management/Leadership course
- Management or leadership qualification
- Project management qualification
Desirable criteria
- Previous Site management experience or/and Discharge planning experience

- Demonstrable recent experience in an acute setting as a senior nurse or manager 8a or above
- Multi-disciplinary Team working
- Experience of leading a team(s) and managing staffing issues
